A NATO official, writing to RFE/RL (June 20, 2015) on condition of anonymity, said that Moscow is stationing "thousands of troops, including mechanized and naval infantry brigades, military aircraft, modern long-range air defense units and hundreds of armored vehicles, including missiles capable of carrying nuclear warheads -- into its western exclave of Kaliningrad at such a rate that the region is now one of Europe's most militarized places".

On January 1, 2016, Estonian Police and Border Guard Board (PPA) will start collecting booking information for all flights to and from Estonia.

The total cost of the PNR database is put at 3.84 million euros, 90 percent of which will come from EU funds and 10 percent from Estonian state coffers. The data will be used to investigate terror threats and other serious crime – to find people who could pose a risk to public safety. Collected data will be used by PPA, the Estonian Tax and Customs Board and the Estonian Internal Security Service.
