Tere you know, tali is the same thing as talv – winter. But put together, they form a word pair used (mostly verbally) to express dissatisfaction or an unpleasant surprise similarly to: "Imagine that!" or "Hello!" (As in: you've got to be kidding).

Virona Fraternity’s 118th Anniversary and US West Coast Chapter’s (USAL) Christmas Party
The annual anniversary event is celebrated in many places around the world, including Tallinn, Tartu and Toronto. it has been held in the San Francisco Bay area since 1983, making it the 35th year of the celebration. It has been hosted by Dr. Mati Kiisk in his beautiful home in San Rafael, California for the past 20 plus years.
